Start by setting up an account in the Montaji system, the online platform used for registering consumer products with the Dubai Municipality. This platform will be used to submit product details and documentation.

Submit the required documents through the Montaji system, including:

    • Product Information File (PIF)
    • Certificate of Free Sale
    • Good Manufacturing Practice (GMP) Certificate
    • Product Label details
    • Safety Assessment Reports
    • Authorization Letter (if applicable)

Ensure that your product label meets the UAE’s strict labeling standards, which require:

    • Bilingual labels in both Arabic and English.
    • Specific details such as the product name, manufacturer information, ingredients, and expiry date.

In some cases, additional product testing may be required by the Dubai Municipality. This might include:

    • Stability testing
    • Microbial contamination testing
    • Other safety evaluations based on product type.

After successful submission and any required testing, the Dubai Municipality will review your product. Once approved, you will receive a registration certificate, which is valid for 5 years. This certificate allows you to legally import, sell, and distribute the product in the UAE market.

The cosmetic product registration process in Dubai typically takes 2 to 4 weeks, depending on the complexity of the product and the accuracy of the submitted documents.

Requirements for Registering a Cosmetic Product

1. Product Safety and Composition

Must exclude banned ingredients and pass a safety assessment, including a toxicological review of all components.

2.Good Manufacturing Practices (GMP)

Products must be manufactured under GMP standards, and a certificate may be required to verify compliance.

3.Registration in the Montaji System

Register the product in Montaji by uploading all required documentation.

4. Product Labeling

Labels must be in Arabic and English, showing the Name, use, ingredients, warnings, manufacturer details, and expiration date.

5. Prohibited Ingredients

Products must not contain banned substances such as certain parabens, heavy metals, or dyes.

6. Product Information File (PIF)

This file must include product formulation, ingredient list, safety assessment reports, and proof of regulatory compliance.

7.Certificate of Free Sale

A certificate from the country of origin confirming the product is freely sold there.

8. Laboratory Testing (If Required)

Dubai Municipality may require tests like microbiological, stability, and heavy metal content

9. Product Packaging

Packaging must meet environmental and material safety standards set by the UAE.

10. Expiration Date

The expiration date must be clearly visible on the product packaging.
